How to disable the onboarding wizard?

How do I programmatically prevent the onboarding wizard from loading if I am using woocommerce on a multisite and I don’t want it to monopolize the entire screen with every new user?
I found a solution online but it does not work relating to woocommerce_enable_setup_wizard
