Are you using User Role Editor (or another plugin that controls capabilities) ?

I had that installed earlier, and then only again to check the settings and troubleshoot this issue. I am also using User Specific Content & WP User Manager

I expect you have tried with different roles.

A couple of things you can do / try

    Advanced settings:
1: check that manage capabilities externaly isn’t checked

2: check “Add Frontier Author user role” – then use a use with this role to test (if this works you capabilities might be messed up)

3 Try and deactivate the 2 other plugins
