Why MORE tag in Write Page?

Why is there a MORE tag page option in writing pages in 2.3.1? I understand why we wouldn’t normally need it, but if it doesn’t work, why is the button to put it in there?
Because of this problem I’m having:

It also came with my original (all hacked up) theme’s page template. ?? Did this once work?
