When is RSS "Live"?

Hello, I have a question that I haven’t been able to find an answer too. I have a blog in development with a lot of content that has not yet been launched. I do have a landing page turned on for now, but all content is hidden until I launch.

I am having problems with my RSS feed (it cannot be found when I try to locate it through offsite feeders). Is this because my blog has not been launched yet? Does the RSS feed only go live once the blog is launched?
