A CSS Problem & IE Display Problem

I have redesigned my theme on my site but I am having some weird problems. steveeller.com

1. Everything displays correctly in a Mozilla browser, but when I look at it in Safari 3.0.4 the background color doesn’t show up.

2. When viewing in IE 7.0 the front page shows up but when you take one of the links in the “recent posts” it just goes to a blank page.

3. In IE 7.0 I don’t even see my navigation menu on the first page.

4. In IE 7.0 in my “recent posts” the posts are in a list, but you will see the type gets smaller as it goes down the list.
