Mass mail all site owners

You might be able to get a similar functionality with this plugin:

Alternatively, you may find another plugin to meet your needs in the directory,

Hmm I saw that. I think that allows a site owner to email their users, but doesn’t let the network owner email all of the wordpress site owners. Any ideas?
