Is there a plugin to auto-scroll for the user?

I have searched everywhere and have yet to find out what this effect is called. I would like my page to auto-scroll to a certain area when the user scrolls. A traditional anchor link doesn’t get the results I am looking for because the user has to actively click the link, then the scrolling has to be animated. Basically, my page has a few different full screen blocks (each with a unique ID), and when the user scrolls down 1 tick, I want the page to automatically scroll to the next screen-full of information. Similar to the effect found here can anyone point me in the right direction? I’ve tried to use the ‘Page scroll to id’ plugin but A: the setup is overly complicated and B:as far as I can tell, the user must still actively click a link. Any suggestions?
