Permission level pick-list is empty

I’m using version 2.90 of Peter’s Login Redirect, and it’s working fine except that it allows ‘Editor’-level users to make changes.
And I can’t change list because the ‘Permission level required to edit redirect URLs’ drop-down menu is empty.
Has anyone else seen that?
