Ability to dismiss or hide admin notices

If I choose to just manually enter an analytics ID instead of setting up API integration, the plugin still persists to display the API admin error notice across the full dashboard. We should have the option to dismiss this notification permanently, or it should simply not display after an account ID has been entered in the main settings.

If I’m not choosing to integrate API settings for any particular reason, admins shouldn’t have to be spammed with a notice about it.
