Mega Menu dropdown not available in Menus > Menu Stucture

this is for a site page i’m working on, hosting on development installation.

i do not see Mega Menu dropdown options for all items in my menu. this is in Dashboards’s “Menu” pane.

i followed all the helps concerning the “Menu Item Limit.”

i bumped put max_input_var php variable to 9999. message me, and i can send you a link to my php_info page to confirm. i wasn’t able to change the value globally, in the php.ini file, but it is changed locally with .htaccess.
