Include Fees in calculation?

Is it possible that the automatic coupon discount is applied AFTER (Subtotal + Fees)?
Currently it goes like:
Subtotal (e.g. $100)
Discount from Coupon (e.g. -10%)
Fees (e.g. + $20)
-> 100 * 0.9 + 20 = 110Any chance that this becomes:
Subtotal ($100)
Fees (+ $20)
Discount from Coupon (-10%)
-> (100 + 20)*0.9 = 108Thank you
