Link to Settings goes to 404

Just installed and activated. In the plugins page, under the plugin name, there’s a link to settings but the code for that is broken.
It should go to https://example.com/wp-admin/admin.php?page=revisr_settings but it goes to instead to https://example.com/wp-admin/%3C?php%20echo%20get_admin_url();%20?%3Eadmin.php?page=revisr_settings
