Public File Share

Does anyone know of a custom post type or plugin that allows users to upload a file (format specific) and create a page with images, description and download button?

I need to implement some kind of official sharing system to allow people to share files created with an in-game editor my clients are building.

They want users to be able to create a page, give it a title, description and images, and allow people to download a file (with a specific extension) for that user-created material.

This is pro-bono work so I would rather not spend a month writing a custom plugin which may or may not work (I’m not a programmer).
