Shipping costs

    I have a small shop, but I can’t get the shipping rate to work, as it need to. The webshop contains books (6% vat) and small boxes (21% vat). If the cart contains: 1 – 3 books, then the shipping costs are 3,95 including 6 % vat 4- 45 book, then the shipping costs are 7,95 including 6 % vat But when I add to the cart 1 box (or more), the shipping costs has to be automatically a total of 7,95 including 21 % vat.
    I have bought a table rate plugin, so I could specify the items and the change of shipping rate. It does not work.

    And something else (strange) happens. I have placed the rate € 3,95 and € 7,95 into the scedule. But when I go to my website and place items into the cart, the rate of the shippingcosts changes to € 3,18 and € 7,45?
