When you select the global public option to be false, you should still be able to set show_ui to true. This way you can make posts that are editable in the backend, but will not show up on the front end (for instance to use inside a theme for loading content into blocks)
Maybe you can make a new option ‘ignore public’ if you are concerned about backward compatibility.
