How do I feature a banner or flag image on a certain post and front page.

I have been wracking my brain on a how to include a featured image above the post. I see many mixtape websites do it but I’m not sure if there is a plugin at all that will allow me to do that.

and https://illmixtapes.com
I would like to do something similar to those sites where the image is hovering over the post on the main page. And also hovering on the post itself.
