update & instal plugins / themes failed SSL cert

    i am unable to update 4.3.1 because I get an error about SSL certificates. I also cannot update plugins and install new ones because of the same error:
    “Download failed. SSL certificate problem, verify that the CA cert is OK. > Details: error:14090086:SSL routines:SSL3_GET_SERVER_CERTIFICATE:certificate > verify failed”

    My provider said
    “This is because WordPress is using its own certificate bundle, overriding the global system certificate bundle”
    but I do not know what he means

    can anyone advise how to solve this please?

    I have tried to update the ca-bundle.crt file but not resolved the issue
