I'm concerned about excessive use on a public multisite…

I would like to use TinyPNG on a multisite which allows the general public to sign up and create blogs. My concern is that individual site admins might use it to compress images that don’t need it. For example, running TinyPNG multiple times on the same image, costing me $$ each time… ouch! ?? So my question is, will individual site admins be able to process images more than once?
