Retian Simplified Chinese File Name

Is there anyway you can add an option to retain Simplified Chinese Characters?

I configured wp-config.php to use “utf8mb4” in the database so all files uploaded via the standard media library and with all plugins all retain the original characters.

It’s very important, as the site is almost 100% Chinese. A filter or hook would be suitable.
