Exported Tags Import as Numbers

I am using the WordPress 2.3 export function. When I import the data back into WordPress 2.3 all of the tags are converted to numbers. The site is at:

If you click on the large icon in the top right, a drawer slides open with the Tag Cloud in the middle.

After importing, when I edit the posts, the tag field contains a number instead of text. It appears to be a problem with the import function. I have looked at the export file and the tags are there.

Any help would be appreciated.
