Twenty Sixteen missing opening header tag

I am looking into creating a child theme for twenty sixteen and started with header.php. There is a closing ‘</header><!– .site-header –>’ on line 80 but no opening <header> tag. Is this why there is so much white space at the top? I wanted to move the header image up but there doesn’t seem to be a top.
