All Ports are closed!

We recently moved our site to a new server. I did a Connectivity Check and noticed that Ports 25, 465 and 587 are closed. I contacted the Server Administrators and they say that these ports are open.
Any ideas why the plugin is saying the ports are closed but the server admin says they are open?
