"Meta Data Tags" coding in wrong spot

Having an issue with site-wide metadata tags being put in the wrong spot, evidently.

Going to Settings>Metadata, and scrolling down to “Site-wide META tags” i put in some tag words for the whole site, but they are showing up on line 30 of the code, and not inside the /> for the metadata content.

Was told this is contributing to why our website is low on web searches.

Any help would be appreciated.
