Email sending "Vendor Sale" Even when it's not checked.

Hi,
I’m having trouble with the “Vendor Sale” email setting. I unchecked the box for that and it still sends the vendor an email. I flushed the cache and have tried everything I know how, but it still sends them an email. Please advise on what to do. Thanks!!!
