Timer / Delay / Load Page not working

I’ve tried very permutation, but I simply cannot get the time-based delay functionality to work…the redirects simply remain instantaneous. I want to use this for a landing page which then redirects…
Anyone else have this issue? Any fix for it? This is occurring with the DIVI theme.
