Does it not work on localhost?

I’ve installed the plugin in both environments, local and online, but on localhost the html editor is not appearing, so I have to edit html in Dreamweaver directly and after paste code into textarea. The code is being saved correctly, however the wysiwyg editor only appears online.
Why?
