Multi-site local installation not connecting…

We had some working and some not working. Now all seem to be broken:

“There was an error retrieving your site settings.
Make sure your Jetpack is up to date”

-or-

“This site cannot be accessed.”

We’ve done a complete reinstall of Jetpack (v. 3.9.1). Prior to reinstall, we had some sites connected, some sites not. All sites have same set of plugins enabled. Minimal set with little difference between sites. We are using either Twenty Eleven or Twenty Thirteen for theme.

We’ve been dealing with this for a time now and don’t want to lose settings. The site is functional. We just can’t get jetpack features enabled.
