“Waiting on localhost”

I’ve been trying to install WP based on the guidelines on https://www.wpdesigner.com/2007/02/19/so-you-want-to-create-wordpress-themes-huh/.

Anyway when I go to install it I put in my user name and email address and after I click install the web page just sits there saying “Waiting on localhost.” I’ve tried it twice so far and if I stop the loading and then try again it says WP has been installed. Once I try to log in it says invalid username and I never received an email with a password. Am I just not letting it install fully? (I’ve let the page sit there loading for over 10 minutes).
