A method to send notification of message to non-user?

I’m looking to emulate the function of a secure messaging portal, such as a bank’s.Desired functionality: Admin creates a private message via this plugin with a “To” email field for notification of secure/private message. No need for recipient to sign up. Optionally and ideally notification email would include a random password for message, rather than a link.
