Page Cache not Clearing Even with W3TC is Disabled

The page cache with W3TC doesn’t seem to be clearing. New sale items added in WooCommerce are not displaying on the site even when the cache is purged and then also when the W3TC plugin is disabled. We’re using memcache as the caching method. Admin users are not served cached pages, so I can see the sale item on front end when logged in as admin.

We’ve also told W3TC to not cache those pages which didn’t work when the plugin was enabled.

Has anyone else experienced this and if so, what was the solution?
