Looks like I may need a paid-for plugin

I was hoping I could avoid this, but it appears if I want to sell photo prints, create price lists, and be able to get credit card and paypal payments, I’m not going to find a free plugin.
So, I’m trying plugins that cost. If I go to nextgen pro, is it smart enough to understand I do development on a local PC,and have tabs up and running for both the local pc (localhost) AND the site on the web server concurrently. Am I going to run into the kind of problems where I have to continuously activate and deactivate the plugin(s) in both environments because it doesn’t understand the difference between the local and the web server session?
I previously tried nextGen but went elsewhere because of some limitations. Hopefully, the pro version will overcome those. But, what is the refund policy for Nextgen pro?
