Hi,

Go to Theme Options -> Advanced -> Enable Animate.css plugin support
You need to check this option.

if it’s already check Then there could be a script error.
Please disable one plugin at a time and clear browser history before re-visiting your website.

I tried this, but the only difference is i disabled all plugins and made sure the option was checked which didnt work but caused a whole new set of problems with a plugin that i use for visability of widgets on certain pages, its like it disappeared and all pages show all widgets its a mess but not worried about that one yet. still working on the menu issue.

I found a fix for this issue. Activating another theme, and then re activating the evolve theme fixed the hover effect for me.
