No valid WordPress locale

I am building a site in ENGLISH and LUGANDA (an African language).
It has a locale of lg-UG and language code of lg. It’s left to right and uses the standard Roman alphabet.
However, when I try to add it to the plugin it refuses and tells me that there is no valid WordPress locale. (In addition, I can’t find a flag for it in the drop down list.)
How can I add a language like this?
