Drop Down shipping

I have flate rate and free shipping option on my products. When someone buys a free item and an item with a shipping free they can select from a drop down box whether they want free or flat rate.

I need to remove the customers choice of drop down box so that they pay a flat rate when an item requires it. At present I am losing money because people are able to select free shippig on everything. Can you help?
