Varnish only purging on post update, not with 'Purge Varnish Cache' button

I’m having a strange problem where an individual post is able to be purged from the varnish cache when I update the post.
However, I am somehow unable to purge the entire varnish cache using the ‘Empty Module -> Purge Varnish Cache’ option from the admin bar or the ‘Purge Cache’ button on the W3TC General Settings page.
It seems like those two would be inter-connected, but perhaps I have a setting incorrectly configured.
Has anyone else had a similar issue?
