Windows Server Install Subdirectory 404 Page not found

I’ve got a Multisite installation that is actually working with the main site but the subdirectory setup isn’t working? I get a page not found error on all the subsites – 404 page not found. Whats getting me is that these rules are generated by the installer itself. So the installation is aware of its domain name etc but still messed up the rules. I can see from the forums that this was an issue up to 2 years ago but after that the ‘trail stops dead’ so i’m assuming it was fixed within WP.
