Menu and sub-menu question by newbie

    I am creating a simple static website. I want a menu heading called (for example) SERVICES and sub-menus of Service 1, Service 2 and Service 3. I do not want to allow visitors to click on SERVICES, but rather only allow clicks on Service 1, 2 or 3. In order to create the menu structure I had to create pages called SERVICES, Service 1, etc etc. So if a visitor selects SERVICES, they are sent to that page.
    Is it possible to have the top menu item not associated with a page?
