Contributor can't create new form

Hi,
I’ve see this doc : https://contactform7.com/restricting-access-to-the-administration-panel/ but my contributor can’t accès to admin panel of CF7.
Contributor can only see, but no add or edit.
Do you know if contributor can add form ?
