For example the Russian version is fully translated, how can I apply Russian language?

You have to set the language of your WordPress installation to Russia in your WordPress settings and check for (translation) updates in Dashboard -> Updates.

Напишите прямо тут обращение к Asgaros с какими языками вы бы могли работать и если там нет “активного” редактора, то будет подана заявка на должность редактора. Либо участника.
Кстати можете уже сейчас переводить, предлагать свой вариант перевода и редактор утвердит, либо когда станете редактором, сами утвердите.
