    I figured this out. You can’t use a service like gmail or yahoo. Must have a non-free email account for this to work.

    I’ve had the exact opposite experience. Emails to the admin for a new user go to a hosted exchange account (paid) and aren’t generated/received. The demo users I am setting up are using gmail and those approval/denials emails are being sent fine.
