no_posts_text Displays Nothing

The no_posts_text shortcode is not doing anything when I have the following shortcode:
[catlist name=glass+whats-coming template=fullcontentimagefirst thumbnail=yes thumbnail_size=full thumbnail_class=classimagelist?content=full no_posts_text=”There are currently no classes offered, would you like to teach one?”]
My template only moves the thumbnail image to the top, no other changes.
