Viral signups

Does anyone know a plugin or way to create or do the following:

1. Email users.
2. Offer incentive to selected users when:
– Users share signup link
– Invited user does an action on a website (in my case: posts and/or comments on my website)
3. Alert me when a user qualified for his or her incentive.
