Adding a dropdown menu in "city" field

Hello, I love your plugin. It’s seems has a lot of potential, but it’s a bit hard because I cannot find documentation.
I have been spending a couple of hours trying to understand how to change the City field in the billing address from textbox to a dropdown menu.
I am able to change that but I have not understood how to add values to the dropdown menu.
Where can I find more information, or what are the steps to do it?
