    You can just set up a zone for that 1 region. All other places will get no shipping options.

    good day sir. is it possible that after i select state/country it will automatically compute the total price in checkout page ? because it require zipcode first before it computes total

    and how can i multi select regions and set shipping

    for example.

    1 fixed shipping fee for a city and the rest is for province

    Ah, no it needs all fields complete before it can match. Shipping calculator needs country, state and zip.
