Remove Href outlinks on empty Taxonomies

Hi, is there a way to disable/remove the Href tags on Taxonomies that are empty?
My client prefers the Empty Taxonomies to still be listed – but would want them displayed without the Href tag. ‘Coz the Href tag just leads to Empty pages.
