Need assistance. CSS issue

Hi,
Trying to get this to work for my client but we’re having some major css issue that we need help with if it’s possible.

When you are logged out and in, the support page has a notebook background with a scroll bar, items overlaying one another. Really looks bad but I think we can clean it up with a bit of help.
