New Order Email – Not Sending?

Hi,
Our website is set up for virtual products. No one can pay on the site. Only an invoice is sent out on checkout. An email is sent out to them confirming their order with a link to the invoice. However the admin doesn’t receive the New Order email.
Is this because the the checkout process hasn’t been completed by not paying for the transaction?
Is there anyway for the site admin to be notified that an order has been created?
