Extras and pages don't appear in nav tabs until resaving settings on new group

I have had a problem with getting 404 errors on any group pages I try to create. They would be properly listed as “displayed” within the group, but when trying to view them, it would give a 404 error.

I have found out a fix, but I don’t know why it’s happening. I create a new test group. The solution is that I have to go to Group > Manage > Extras and simply click Save (without touching any settings, leave all at defaults). After that I get the Extras and Pages tabs in my group navigation.

It is like even though for a new group the Settings page says that by default the Extras and Pages page should both be shown, that setting isn’t actually set until saving the settings.

Maybe those settings for making Extras and Pages public should be listed as “Hide it” by default to force the user to set to “Show it” and click Save Changes and create the navigation tabs?
