Can flat rate shipping be turned off?

Have searched high and low for this… maybe not not high or low enough, but am struggling too find an answer.

How do I turn off the flat rate shipping? I’ve installed a ‘by weight’ option as I don’t ship on a per order or per item basis. But there doesn’t seem to be a way of disabling the default ‘rest of the world’ option.
