Helpful to increase speed for logged in users

This plugin allows many different methods for handling plugin activation/deactivation I’m using to increase the speed of logged in users where they no longer have cached files served. I’ve limited the usage to only enable and disable plugins for predefined url over https or http and it’s helped remove the plugin “bloat” processor usage where they don’t need to run.
